Asset management for public authorities involves carrying out a comprehensive diagnostic of an infrastructure or a portfolio of structures to establish a tailored maintenance and upkeep plan for their entire lifecycle. Our goal is to ensure user safety and to preserve functionality to the highest standard.
To achieve this mission, we draw on a wide range of complementary technical expertise, supported by a suite of tools:

Our role is to assess the condition of infrastructure owned by public authorities and private stakeholders. We analyze the collected data to provide technical guidance and tailored solutions.
This approach allows us to detect potential issues such as cracks or structural wear, and to develop plans that secure roads and structures according to identified risks. For example, following a highway audit, we may recommend the installation of safety barriers, fencing, retention basins, and more — while designing long‑term maintenance and upkeep programs spanning 5, 10, or even 20 years.

Over the past 30 years, the asset base of local authorities (municipalities, departments, and regions) has grown significantly in value. This portfolio is highly diverse — encompassing not only real estate, but also utility networks, roadways, and public structures. Yet, many local authorities lack precise knowledge of their assets, limiting their ability to effectively plan and manage them. The report “Le patrimoine des collectivités territoriales” highlights the importance of understanding one’s asset base to optimize its use and invest in the rehabilitation of existing infrastructure.

Asset management is just as critical for private‑sector stakeholders — from highway concession companies to roadway operators, housing providers, and airport and port authorities. According to the “L’état de la route 2023” report, the asset value of France’s transport infrastructure is estimated at over €2 trillion. These roadways naturally deteriorate over time, making it essential to assess their condition to plan for ongoing maintenance.

Mapping of overhead, underground, and underwater networks: Ingetec’s expertise
The French National Environmental Commitment Act, known as “Grenelle 2,” introduced by Article L. 554‑2 of the Code de l’Environnement, requires the inventory of all overhead, underground, and underwater utility networks in France, along with the key information necessary to ensure the safe execution of construction works.
With the human and technical resources required, Ingetec provides support for non‑intrusive detection of existing networks and asset inventories. Ingetec maps the detected elements in various formats to meet your specifications — including GIS, BIM, and CMMS systems.
Ingetec has been certified by Bureau Veritas since January 1, 2018, and is a member of FNEDRE. To date, we have mapped over 2 million linear meters of utility networks.
